    Nov. 7 — “A survey shows that some children in Fukushima Prefecture have smaller average weight gains this year compared to the year before. A pediatrician says the results indicate the negative effects of the nuclear plant accident in March,” reports NHK.
    “Doctor Shintaro Kikuchi tracked the weights of 245 children aged from 4 to 6 in 2 kindergartens in Koriyama City, Fukushima Prefecture. The results show an average weight increase of 0.81 kilograms over the past year through June. The increase for children in the same age group the previous year was 3.1 kilograms.”

    Tokyo Governor Tells Residents to “Shut Up” Instead of Complain About Burning of Radioactive Debris

    I noted in August:
    Nuclear expert Arnie Gundersen says in a new interview that the Japanese are burning radioactive materials. The radioactivity originated from Fukushima, but various prefectures are burning radioactive materials in their terroritories.
    Gundersen says that this radioactivity ends up not only in neighboring prefectures, but in Hawaii, British Columbia, Oregon, Washington and California.
    Now Tokyo is starting to burn radioactive debris from other prefectures.

    Ex-SKF (the odd name comes from the fact that the writer is a former trader in the ProShares UltraShort Financials ETF known as “SKF”) pointed out last week:
    NHK reports that the first container from Miyako City in Iwate Prefecture arrived by rail in JR Tokyo container terminal in Shinagawa-ku, Tokyo at 7AM on November 3. It was promptly transported to one of the contractors selected by the Metropolitan government, and the debris was sorted, and crushed into smaller pieces. Flammable debris will go to the TEPCO’s subsidiary (Tokyo Rinkai Recycle Power) located on the landfill and be burned after November 6, and non-flammable debris will be simply buried in the same landfill.
    Given that Tokyo is directly getting hit by radiation from Fukushima, and that Fukushima is still far from any stable shutdown – and is still apparently undergoing nuclear reactions – burning radioactive debris just adds insult to injury.
    Ex-SKF subsequently reported (edited to delete Japanese language references):
    Shintaro Ishihara, irascible 79-year-old governor of Tokyo who almost single-handedly decided to do this mind-boggling project to “assist the recovery” of Iwate, mentioned the complaints that his government has received over the issue in the press conference on November 4 afternoon.
    According to Fuji TV news clip on November 4, the governor said,
    “Shut up” is all we need to say to these complaints.

    Fuji TV news also says that 3,000 complaints have been sent to the Tokyo Metropolitan government, over 90% of them protesting against the debris from disaster-affected areas to be transported, processed, crushed and burned and buried in Tokyo Bay.
    And today, Ex-SKF reports that the Tokyo governor’s attitude towards his citizens has filtered down to the Tokyo Metropolitan Bureau of Environment as well:
    *** First, “It is a fate for children to accept radiation contamination.”
    *** Then, Ms. Iwanaga of Tokyo Metropolitan Bureau of Environment was also bad. [She said] “Radioactive materials would disperse [by burning the debris] but it would be safe; there was no problem at all because it had been agreed and approved in the Metropolitan Assembly which represents the residents of Tokyo; there was no system whereby the residents have a direct say in the matter.” To top it off, she hung up on me.
    Remember, Japan is a very homogenous society where peer pressure to conform can be intense. For example, last month it was reported that mothers who expressed concern about their kids playing outside in potentially radioactive conditions are called “monster parents” by their peers.

    Nov. 7 — “François Hollande, the socialist candidate in the forthcoming presidential elections who has a hefty lead over Nicolas Sarkozy, the incumbent, has proposed cutting the nuclear sector’s share of electricity provision to just half by 2030 from 82 per cent today,” reports the Financial Times.
    Hollande’s political party says, “France could replace much of its nuclear power supply from renewable sources such as wind farms and solar panels and a reduction in energy use,” according to the article.
    According to Financial Times, the proposal is “to cut France’s reliance on nuclear energy for its electricity supply to 50 per cent within the next two decades would cost about €60bn ($82bn) to deliver, according to an influential industry lobby group representing EDF and GDF Suez.”

    Nov. 11 — Dr Geza Safrany of Hungary’s National Research Institute for Radiobiology and Radiohygiene told Reuters:
    • “A very minimal increase in activity was registered (in Hungary) on Nov. 5 … but this is far below the levels found after Fukushima”

    JUST IN: Iodine-131 now detected in Austria, Czech Republic, Hungary… other countries — An indicator of nuclear chain reaction — 10 days after criticality talk at Fukushima
    Traces of iodine-131 detected in Europe, Trend, November 11, 2011:
    Low levels of a radioactive isotope have been detected in several European countries in the past days, but the source of the emission was unknown, the International Atomic Energy Agency (IAEA) said Friday, DPA reported.” [...]
    ‘”But it’s a concern because there is a source somewhere,” an offical close to the IAEA said, adding that atmospheric measurements were made in countries including Austria, the Czech Republic and Hungary.” [...]
    People who take a transatlantic flight are exposed to a radiation dose 40,000 times as high as the one detected recently, the Vienna health ministry said.”
    From the International Atomic Energy Agency’s brief statement on the detection:
    • “The IAEA has learned about similar measurements in other locations across Europe”
    • “The IAEA believes the current trace levels of iodine-131 that have been measured do not pose a public health risk and are not caused by the Fukushima Daiichi nuclear accident in Japan
    • “The IAEA is working with its counterparts to determine the cause and origin of the iodine-131.”
    The iodine-131 finding comes around 10 days after the announcement of xenon at Fukushima, which was suspected to be caused by a criticality.
    How long did it take for radioactive particles from Japan to reach Europe back in March?
    “The substances were blown eastward by a jet stream traveling at a speed of some 3,000 kilometres a day, arriving on the US West Coast on March 18, in Iceland on March 20, and many other European countries on March 22, the researchers said.” -DPA
    Because radioactive releases after the March 11 quake occurred almost immediately, the radioactive isotopes from Japan took about 10-11 days to reach Europe.

    “The Czech nuclear security authority said it had been detecting radioactive iodine-131 at a number of monitoring stations since late October and had informed the IAEA to see if it could identify the source, Reuters reports.”

    “It was certainly not from a nuclear power plant, she said, adding that they were almost certain that the source was abroad.”

    • Regan says the suggestion that the iodine may have leaked from a radiopharmaceuticals maker “sounds very sensible and totally reasonable.”

    Low Levels of Iodine Detected in Europe


    11 November 2011 | The IAEA has received information from the State Office for Nuclear Safety of the Czech Republic that very low levels of iodine-131 have been measured in the atmosphere over the Czech Republic in recent days.

    The IAEA has learned about similar measurements in other locations across Europe.
    The IAEA believes the current trace levels of iodine-131 that have been measured do not pose a public health risk (hombre: si se atreven a decir que no es peligroso comer plutonio cómo va a serlo respirar I-131...) and are not caused by the Fukushima Daiichi nuclear accident in Japan.
    Iodine-131 is a short-lived radioisotope that has a radioactive decay half-life of about eight days.
    The IAEA is working with its counterparts to determine the cause and origin of the iodine-131.
    The IAEA will provide further information via its Website as it becomes available.

    The Government said on Tuesday that 17 workers had been exposed, but that figure was downwardly revised to 16 late early Wednesday.
    All 16 workers underwent full body scans on Wednesday. Officials at the INL said radioactive contamination was detected on the skin or clothing of at least six of the workers after Tuesday's mishap, and two were confirmed to have inhaled radioactive particles, Reuters reported
    The results of the scans conducted on the exposed workers prompted doctors on Wednesday to order additional lung examinations of three workers, and urine and stool samples to be taken from all 16, lab officials said. All are technicians employed by laboratory contractor Battelle Energy Alliance.
    INL spokesman Earl Johnson told Reuters that none of the workers reported feeling ill or showed symptoms of radiation sickness. All were allowed to return home after initial laboratory tests.
    But a statement from the INL said it might be weeks until the extent of the workers' exposure is known.
    “We're still collecting and analyzing samples from all 16; there is a lot of work to be done to get the correct information," another INL spokeswoman, Sara Prentice, told reporters.
    There was no evidence that radiation was released outside the aging facility, and there was no risk to the public or the environment, the lab said the statement.
    Bellona nuclear physicist and executive director, Nils Bøhmer, who has visited the Idaho National Laboratory with other Bellona staff said that aging equipment and facilities at the 62-year-old facility could have played a roll in Tuesday’s accident.
    A special team of Energy Department investigators was expected in Idaho next week to launch its own inquiry. In the meantime, new curbs have been placed on the handling of some radioactive materials at the INL complex, US press reports said.
    Health implications for the exposed workers

    Investigators in Idaho were at the site trying to determine what went wrong.
    The accident, which lab officials said occurred during routine procedures, was believed to be the worst in at least four years at the sprawling site, which occupies 1432 square kilometres in the high desert of eastern Idaho.
    The lab’s statement said there was no release of radiation beyond a single room in the reactor building, which lies about 60 kilometres from the city of Idaho Falls. An initial equipment inspection pointed to possible damage inside a small plutonium fuel container that was the source of the exposure.
    The health impacts of plutonium vary depending on the type of plutonium and whether the contaminant becomes trapped in the body. If plutonium gets trapped in the lungs, for example, it could lead to damage to the body's cells, lab officials said.
    The 16 employees exposed to the radiation Tuesday were offered intravenous treatments with calcium or zinc, which binds to the plutonium and expedites its elimination from the body to limit potential harm, the lab's statement said.
    But according to spokeswoman Prentice, just four of the exposed technicians agreed to the precautionary treatments, which are designed to flush radioactive particles from their bodies.
    Further lung examinations were ordered for two workers whose body scans tested positive for radiation in their lungs and for a third worker whose lungs showed an "anomaly."
    Bellona’s Bøhmer said that “the number of exposed workers is quite high, and I hope that there will be full explanation into what caused the accident and how much radiation the [16] workers were exposed to.”
    Questions about the accident

    The technicians were exposed when a foot-long rectangular container of plutonium fuel inside the facility’s decommissioned Zero Power Physics Reactor (ZPPR) was opened during regular work to prepare it for shipment to another facility, World Nuclear News reported.
    "This was a procedure that has been done many times before," Prentice told Reuters.
    An inspection of the container, which Prentice said is shaped like a covered cake pan, did not reveal that the exterior had been damaged. But she said that “there may be damage” to the stainless steel that covers the fuel inside.
    “One of the issues with US nuclear facilities is that a large proportion of them are of substantial age,” said Bellona’s Bøhmer. “This could be part of the reason for this accident at [the INL].”
    Spokesman Johnson said that technicians were dressed in lab coats and wearing gloves, but the work they were performing requires no respirators or other special protective gear. He said all 16 workers were present in the room but that only two had handled the fuel container in question.
    Tons of radioactive waste at INL

    Before the ZPPR was decommissioned in 1992, researchers used it to build and test nuclear reactors more cheaply than the cost of constructing an entire power plant.
    Last year, cleanup workers had finished removing millions of kilograms of steel and other materials that made up the reactor core, but its shell remains — along with plutonium fuel that once powered the reactor.
    Some 6,000 employees and contractors work at the Idaho lab, which opened in 1949 as a national reactor testing station.
    INL’s history of accidents - first fatality in US nuclear history


    According to lab records, the last serious accident to take place at the site was in 2007, when a worker was treated for minor burns and smoke inhalation from a small laboratory fire, though no radiation release was reported in connection with that incident.
    In January 1961, the Idaho lab was the site of the only fatal nuclear accident in US history so far, killing 3, when an explosion occurred at the INL’s Stationary Low-Power Reactor Number One (SL-1). A control rod for absorbing extra neutrons during nuclear reactions, was extracted too far, leading to a core meltdown and an explosion.
    The reactor vessels jumped some three metres and concussion and blast killed all three military enlisted personnel working on the reactor. Because of severe radioactive contamination, all three men had to be buried in lead coffins.     Although the fire, which broke out in the turbine hall of Unit 2, was quickly put out by the plant’s own emergency services, the reactor and the turbine were closed down as a precautionary measure.

    It is still unclear when the reactor 2 can be restarted again, with investigations ongoing.

    Fires are always serious in this type of facility, but this happened in the conventional turbine hall, which is the same type as all other kinds of power plants, and not in the reactor itself. We need to analyse what caused the fire before we make any commitment to start the installation, but I assume that it should not be too long, because this was a relatively minor incident,” Anders Österberg, Director of Communications at OKG (Oskarshamnsverkets Kraftgrupp, which runs the facility), told TT.

    Unit 2 was restarted this week following its annual maintenance check, though the company said it is too early to speculate over whether the two incidents are connected in any way.

    It is true that we've had trouble with vibrations in the turbine hall, but we do not know if it had anything to do with this incident. We hope to be able to answer that tomorrow, ” added Österberg.

    The Oskarshamn nuclear plant is on Sweden's South West coast, some 30 kilometres north of Oskarshamn. Co-owned by E.ON Sverige and Fortum, its three reactors produce around 10 percent of the country's electricity supply.

    11/14/2011, actual Fukushima workers finally talked about how it was in the plant just after 3 11.
    It was the situation beyond our imagination, no wonder, far from being announced officially.
    It was told at the energy, environment symposium held at Tokyo University. The promoter was Mr.Aizawa, vice president of Tepco. (so it is likely that the ACTUAL situation was way worse than it was told at this symposium, but better than no information.)
    The worker said:
    After 3 11, power was lost, although it was a power station, they could not see anything. Radiation level kept going up. We had an argument if we must stay or escape from the central control room.
    Because Tepco could not inject water, they used emergency methods of putting water. However, still huge aftershock kept coming. Every time an aftershock comes, they ran to higher place with the protective clothing.
    Tsunami left the plant with puddles. Especially at night, workers felt fear to put cables because they may have been electrocuted.
    Venting was done at reactors 1 ~ 3. Normally it can be controlled from the central operation room, but because it was out of power, workers had to go to the actual point to open the lid.
    However, it was extremely hot because of the exposed fuel inside of the reactor.
    A worker states, once they stepped on the ladder, the shoes got melted like glue immediately.
    It was not just the heat, radiation level was also extremely high. Old workers were sent for venting.

But there are fears something could be lurking in the dirt here and that’s radioactive caesium spewed out by the oozing Fukushima reactors. As the kids play, a few metres away in a corner of the yard the principal Michiko Ikeda is hovering over a Geiger counter and writing down readings.”
    Michiko Ikeda, principal of Meguro Honcho Nursery School in Tokyo (speaking Japanese):
    • “There is no solution here.”
    • “We cannot say this is absolutely safe. Parents are worried about radiation, our staff too.”
    • “By taking these radiation measurements, we want to show that we care for the children.”
    • I still worry when it rains [...] I worry about it a lot. After it rains we wash all the outside equipment and toys and we clean out the drains to reduce the radiation level.”
    A member of the local council in Meguro, Hiroshi Sato, accompanied principal Ikeda as she took measurements with a Geiger counter and said:
    • Recently it became clear that radiation came further south than we thought, all the way to Tokyo.”

    Energy officials and environmentalists are reacting to reports of a reactor coolant system leak at Progress Energy’s Nuclear Plant in Brunswick County. [...]

    Nov. 17 — International Atomic Energy Agency said today they “believe they have traced the source of a massive, but harmless, radiation plume that has spread across the atmosphere in Europe to an institute in Hungary, but the head of the institute disagrees,” according the ABC News.
    Jozsef Kornyei, director of the Budapest-based Institute of Isotopes Co. spoke with the AP in a phone interview: “Citing weather factors and the very low radioactivity of the iodine-131 released into the atmosphere, Kornyei said it was “extremely unlikely” that the leak at the Budapest plant was the cause of trace levels of iodine-131 measured in several European countries.”
    The Budapest lab “denies being the source of any elevated radiation,” according to AFP. Lab director Mihaly Lakatos said, “Radiation levels in Hungary were only a little higher in Budapest than elsewhere… If the source of heightened radioactivity had been Budapest, the levels measured here should have been much higher.”
    Maybe partly we have something to do with iodine-131 over Budapest, but not over Europe… The distance is too long,” Lakatos said. (ABC)
    “In response to Lakatos’ objections, the IAEA referred ABC News to the HAEA, who made the claim initially. Representatives there did not immediately responded to requests for comment.” (ABC)

    France Hit with Radiation
    I reported yesterday that a blanket of radioactive iodine – indicating a new nuclear release – has hit Germany, Russia, Sweden, Denmark, Austria, the Czech Republic, Hungary, Poland and Slovakia.
    Today, Agence France Presse reports that it has hitFrance as well:
    France´s nuclear watchdog on Tuesday said it had detected traces of radioactive iodine in the air last week ….
    Concentrations of iodine 131 measuring a few microbecquerels per cubic metre were detected last week at four monitoring stations in northern and eastern France, the Institute for Radiological Protection and Nuclear Safety (IRSN) said.
    “Although the presence of iodine 131 over national territory is quite exceptional… the level of concentrations that have been observed are of no risk for public health,” it said in a press release.
    “The source and date of the radioactive emissions which caused this pollution are currently unknown,” the IRSN said.
    Iodine is a very short-lived isotope that decays to half of its radioactivity in only eight days.

    ANALYSIS: European radiation safety agencies detect traces of iodine-131 in air, source of leak unknown, Bellona, Nov. 17, 2011 (Emphasis Added):
    [T]hose with knowledge of the field who have lent their views to Bellona were not so quick to discard the possibility that an event at a reactor, commercial or otherwise, could be the potential cause of contamination.
    “If even the IAEA has acknowledged elevated levels of iodine-131 not only over the Czech Republic but over other European countries as well, then it means something very unpleasant, and uncommon has happened,” the renowned Russian environmentalist and a corresponding member of the Russian Academy of Sciences, Professor Alexei Yablokov told Bellona in an interview. [...]
    Other experts that Bellona has talked to agreed that either a serious accident has taken place or an emergency situation at a research or power-generating reactor that necessitated “venting” radioactive substances in the course of an “emergency discharge” into the atmosphere.
    The Nuclear Industry’s Pharmaceutical Hypothesis
    [W]hat would remain most likely is that the source of the radioactive iodine is either a commercial or research reactor. [...]
    For iodine-131 to appear in measurable quantities, it has to result from a chain reaction of uranium fission – something that takes place in nuclear reactors run at commercial nuclear power plants or research organisations.
    And despite suggestions made that the concentrations detected in the atmosphere above Europe could have come from medical sources, a health institution that routinely uses radioactive iodine for medical or pharmaceutical purposes would hardly have enough of the substance for the leak to spread as wide as was recorded in measurements taken in countries that are thousands of kilometres apart.
    From Sweden to Austria
    The very fact that radioactive iodine has been detected in the air above countries that lie as far apart as Sweden and Austria prompts one to suspect that the leak is of a rather substantial scope – meaning that the actual concentrations near the source, which is as yet to be established, would also be significantly higher and present a much graver health risk.
    Where’s the Iodine-132?
    [A] November 11 report by RIA Novosti (in Russian), which said that “iodine-131 is considered to be the most dangerous nuclide produced as a result of nuclear fission. This isotope triggers mutations and destruction of cells that it penetrates, as well as of surrounding tissues, to a depth of several millimetres.”

    Architect of Fukushima Daiichi Reactor 3, Uehara Haruo, the former president of Saga University had an interview on 11/17/2011.
    In this interview, he admitted Tepco’s explanation does not make sense, and that the China syndrome is inevitable.
    He stated that considering 8 months have passed since 311 without any improvement, it is inevitable that melted fuel went out of the container vessel and sank underground, which is called China syndrome.

    He added, if fuel has reaches a underground water vein, it will cause contamination of underground water, soil contamination and sea contamination. Moreover, if the underground water vein keeps being heated for long time, a massive hydrovolcanic explosion will be caused.
    He also warned radioactive debris is spreading in Pacific Ocean. Tons of the debris has reached the Marshall Islands as of 11/15/2011.

    Architect of Fukushima Daiichi Reactor 3, Uehara Haruo, the former president of Saga University had an interview on 11/17/2011.
    In this interview, he admitted Tepco’s explanation does not make sense, and that the China syndrome is inevitable.
    He stated that considering 8 months have passed since 311 without any improvement, it is inevitable that melted fuel went out of the container vessel and sank underground, which is called China syndrome.

    He added, if fuel has reaches a underground water vein, it will cause contamination of underground water, soil contamination and sea contamination. Moreover, if the underground water vein keeps being heated for long time, a massive hydrovolcanic explosion will be caused.
    He also warned radioactive debris is spreading in Pacific Ocean. Tons of the debris has reached the Marshall Islands as of 11/15/2011.
