Alguien conoce de una traducción al inglés o un resumen de los aspectos más importantes del nuevo Real Decreto ?

REAL DECRETO 1578/2008

It is applicable for those installations which did not obtained the RIPRE before the 29th September.
Novelties
There are two types of installations, on ground and on rooftops.
The installation cannot be bigger than 10 MW on ground, and 2 MW on rooftops.
The RD establishes a pre-register for the installations. Once the working licenses, administrative authorization, connection point and aval have been obtained, the projects are pre-registered and the tariff the installation will obtain once it is finished, is set.
The year will be divided in four different periods (quarters) and a power cap will be established for each period. The first period will be closed on the 15 of November 2008 and the results will be published 16th of January, the second period is from 16th of Nov to the 31st of Jan. 2009.
The initial cap for the whole first year will be 400 MW: Two thirds for rooftop installations and the rest for installations on ground. It will be divided in quarters.
In order to fill the yearly cap, every time the cap for a type of installation (rooftop or ground installation) is not reached during a quarter, the surplus of power will be transfer to the other type of installation. If both the two type caps are not filled, both caps will increased in proportion of the other type.
The RD establishes extra caps (to be added to the 400 MW) for the first and for the second year of 100 MW and 60 MW for 2009 and for 2010, on the ground.

The new tariff for the first quarter is:

The tariff for each period will be calculated based on the cap reached in the previous period, leading to tariff´s reductions if 75% of the cap is filled. In case the demand doesn´t reach the 75% the tariff will be the same one as in the previous quarter.
On the other hand the tariff will be increased in case the cap does not reach the 50% for two periods in a row.
The term for obtaining the tariff is 25 years. The tariff will be yearly increased according to the consumer price indexin the same conditions as in the RD 661/2007.
The Aval of 500€/kW will be refunded:
- When the Installation has obtained the RIPRE.
- In case the installation is not pre-registered and after 4 quarters since the application.
- In case the applicant withdraw the registration before the quarter application period is closed.
